Looking back at my notes, I see that I had some problems trying to
do it the "intuitive" way. At least the way I thought was intuitive.
Here's how I got it to work:

Say you have R6 and R5 connected via ISDN. (decnet addresses
given below each router).

R8-----R6-----isdn-----R5-----R7
2.8 2.6 2.5 1.7

R5:
decnet propagate static
decnet route 2.6 bri0 1 100
decnet route default 2.6 1 100

and then R7 could dec ping R8 and R8 could dec ping R7.
(I don't have noted what was configured on R8 though)
