Kenny, that is it! I had a wrong AS number in router 4. I only wanted 2
IBGP routers, this made it look like 3. Thanks for your time!

I would start off with making sure the IBGP neighbors are fully
meshed. You
have 3 IBGP neighbors. So you should have 2 IBGP neighbor
statements per
IBGP session. Try that and see if it works.
