   Most Cisco documents discuss GRE tunnels with or with encryption
   (e.g., IPSEC) as a VPN. If you don't have at least 11.3T IOS you
   can't do IPSEC anyway. So my thought is Tunneling (data segregation)
   is a valid VPN.
