Adtran makes an actual switch line called the Atlas. Reasonably priced
for an actual switch. Supports both PRI and CAS lines, as well as BRI.
Can also support frame relay with V.35 connections. Price for a
moderately equipped one is $20-30K.
If you want to put POTS lines onto a T1, there are quite a few
manufacturers of muxes that will accomplish this. Once again, Adtran
has a nice unit for a few thousand dollars. Doesn't actually provide
switching functionality; you have to map a POTS line to a DS0 on the T1.
If you just want to bring up a PRI line between access servers, there is
an isdn protocol-emulate network command in IOS 12.1. You configure
this on one access server, connect the two with a T1 crossover cable,
and you're up.
