Dave,

Two things to check:

1. When phone on R1 calls R2 what type of ring back do you hear?
2. Look at the output of show voice port when the phones are off hook, looking
for the status of the operation state, dormant means on hook, active means off
hook.

This is to just verify that you have the phones connected to the right voice
ports. The ports are numbered right to left.
