Whether the interface is a DTE or a DCE depends on the cable attached to the
router. If the router has a DCE cable attached to its interface then you
will need to define the clocking on that interface. However, you normally do
this when you are connecting two routers back to back for lab purposes. In
real world applications a router is normally a DTE with clock coming from a
DCE device such as a CSU/DSU.

One thing to keep in mind is that clocking is always associated with the
device acting as a DCE.
