Prior to newer Cisco bridging technologies (such as integrating routing &
bridging & concurrent routing & bridging), if the network layer protocol was
operating within the router, the packet was passed to the routing software. If
the protocol had no network layer or the network layer protocol was not
configured on the router, the frame was passed to the bridging software if the
router was configured for bridging.
