Yes they do have to be on the same network........ I am not sure how the
router calculates this........I guess it just checks its directly connected
interfaces for a matching network.......if it does not find one.......it
rejects the command........

If you are planning to use it to form ajacencies with neighbors behind a
router this will not work........all multicast packets in the 2224.0.0.X
will not be forwarded by a router...........plus I am not sure what the TTL
value in the EIGRP hello's is set to......its probably 1 for
safety..........
