 No. You have to run EIGRP if you want to disable split-horizon.

 Will stand corrected, but sounds like the interface is both a DCE and
DTE, in frame-relay terms..

 In router configuration-speak, think that means it has a 'frame-relay
route' command as well as a 'frame-relay map' command.
