You don't "join" newsgroups. They are just there. You can "subscribe",
but this just means that your newsreader will automatically fetch new
news. Usenet newsgroups are a distributed content method without a
central server or authority.
Try in your browser:
news:comp.dcom.sys.cisco
You may have to contact your ISP for the address of your news server.
You might also want to look at a few others as well:

alt.certification.cisco (somewhat noisy and usually below CCIE level)
comp.dcom.cell-relay (ATM)
