No, not even close...

For example, if I configure Frame Relay, then afterward disable Inverse ARP
with a 'no frame-relay inverse-arp' command, clearing a routing process will
never get Inverse ARP to stop working - I must restart the router...

I could probably think of half-a-dozen or more examples off the top of my
head... but you have to look at this from the perspective of what you are
trying to accomplish. For certain tasks, the two events might have the same
net effect, and clearing the routing process might save you some time over
restarting the router...

And of course, if your like me, forgetting to do a wr mem after 6 hours of
configuring your router, restarting the router could have many more
implications than what you intended...
