I've heard the same thing - And after consideration, I think the situation
does make sense if you have managed get enough points to make it to
troubeshooting, yet your network is in such a mess already that it would
make it too difficult for the proctor to "break-it" in a controlled enough
manner.
Just my theory, not based on mine or anyone else's actual experience.
