I noticed in your intial post that you were not receiving TEI responses
from the switch. I'd also wonder about the switch type. NI-1 (National
Interface -1) should be available on most any ISDN switch in the U.S.,
at least. It's more or less the minimum feature set a switch must
support for lack of a better way to describe it.
The router is taking your layer 2 down because it's not getting
responses from the switch. If you look at Andres' post, you can see a
quick excerpt of what you should be seeing.
However, if your 'other' ISDN BRI line is being provided by a class 5
telco switch, and you are trying to use the BRI port on a PBX, I would
expect you would have problems. Most of the time, PBX BRI ports are used
for connecting to telco switches, which means they are exactly the
same(User mode)
type of interface as the BRI port on the router. You cannot connect
BRI(User)-BRI(User) directly without a CO switch (BRI Net port) or
emulation of a CO switch.

Just guessing, but if you are connecting to a PABX, should'nt your ISDN
be
configured as "Network" mode. By default it is "User" mode. I have done
this
for ISDN PRI's and when you configure the PRI for Network mode, in the
SHOW
ISDN STAT it tells you the interface is configured for Network Mode.
