Summary-Address will only work for external routes redistributed into
OSPF. Try to redistribute the connected /28 interface into OSPF, then your
summary address 172.21.19.0 address will work, I haven't tried
redistributing an interface into OSPF that is already part of the OSPF
process itself, but I think it would work.
