The reason of ISDN flapping:
1.ospf database is changed.
2.ospf tryed to load balance or Isdn is the best route.
The solution is:
1.filter any external routes advertice about isdn network when redistribute oth
er routing protocols.
2.do change ip ospf network type in your isdn interface.
3.remember ip ospf cost (must >your frame-relay interface's cost)
