Flash File Types - Config vs Unknown ??

When looking at config files on two separate 7200's one is displayed as type
= config
and the other as type = unknown (see below)

  2 .. unknown 5CF77F68 6B95EC 16 25990 May 03 2001 15:31:27
  2 .. config 4ED0AABD 5AFD94 16 287000 Jun 18 2001 13:19:17

If the router is not sure what type of file it is it marks it as type =
unknown.

My question is what criteria does the router use to determine the file type
?

Any help greatly appreciated.
