Just becase the IP address is RFC-1918 doesn't mean you can't transmit a
packet FROM that IP.
What happens is that as the traceroute packet travels through the network,
one of the privately numbered interfaces replies with the "TTL expired in
transit" icmp messages (that traceroute uses to discover the path the packet
is taking).
Since routers route data based on their routing tables using the DESTINATION
IP address of the packet, and since the ICMP TTL expired in transit message
is destined to an internet routable IP address, the packet is transmitted to
you (Source IP: 172.20.6.11 Dest. IP: access.net.id).
Now, if the destination IP address of the packet were an RFC 1918 address,
then that would be dropped since it won't exist in the Internet routing
tables.

If you check the entry 14-16 it is private address which is supposedly not
routeable... and it goes at entry 17 to end-host of this ISP/cable... which
is routeable address...  Any idea ?
