Yes the neighbors have to be in the same AS...
Use debug eigrp packets hello to see hellos on a given interface... below is a
n example of the output... (watch the word wrap)

Folks,
In EIGRP, do the neighbors' AS numbers have to match? I was thinking that
they do, but haven't confirmed this yet. If so, is there a way to
"auto-discover" the AS number of an attached router that I don't have access
to? I am guessing some of the debug commands might reveal this, but I
haven't found the magic one yet. Any ideas?
