I came up with the same number that you did.
I have been trying to figure that out too.
Maybe they wanted to make sure it was higher than a 20% load?

Working lab 7.  The requirement is to bring up the isdn line if there is
a 20% load or higher.  I come up with  "dialer load-threshold 51 either"
but the answer key says " dialer load-threshold 52 either".  Is this a
type-o or is there a reason it is like this.  I used the formula
255*.20 to end up with 51.  Is it general practice to round up one?  Any
ideas?
