I beleive it was a supernetting issue.
i tried it with three different combinations.
200.1.1.1 with a /8, /16, /24 mask
it only worked with the /24 mask on IOS 12.1

thanks for everyones input.
wasn't even thinking of supernetting being an issue.
shows how helpful this list is.
