I fully test this issue , at leat with certain IOS .
1.no peer neighbor-route did nothing .
2.some CCO doc said put in a deny ospf any any , ?! ,
this will keep isdn quiet , what about reload router ?
No ospf neighbor and route-exchange on ISDN !
3. My conclusion is "redistribution" .
when do "redistribute connect" on the ISDN router ,
the bri int or dialer int will change the status and
trigger ISDN , other routing protocol may
redistribute route back , so always do filter in
mutual-redistribute .

my ISDN is quiet . :)
