Right, sort of...I think.  :-)  There are two different issues,
and two different types of DCE/DTE relationships.  The first is
at the serial level: one side is the DCE and provides clocking
to the DTE side.  This is at layer one.
At layer two there is a distinctly separate role for the DCE
and DTE.  In this case, the network side of the connection is
the frame relay DCE--the frame relay switch.  This provides
connectivity into the frame relay cloud to the user side, the
DTE.
Which, I think, is pretty much what you're saying.
