  Got the answer thanks to Peter Park!  He noticed that the tracked
interface on routerB was down, something I didn't pay attention to
"knowing" it was up.  Well routerB's serial is frame encapsulated though
it's not a frame connection, done per MCI.  Hence I subinterfaced the
connection but was tracking serial 1/0 on which IP was not running.
Changed the track to s1/0.500 and all is correct.
