Stupid Voice Question

I'm a newbie to all flavors of voice over x. My dumb question of the day is
can you use combo's of voip, vofr and voatm ? For instance, is it possible to
map a voip dial-peer to a vofr dial-peer ? Just in case you are confused
about this question, here's the type of scenario :

R1 ---> Frame cloud --->R2----HDLC---->R3

I know this could be done with all VOIP, but what if the questions rules out
voip on R1. Is there a way to map the frame dial-peer to the voip dial-peer?
