I don't know if this is permissible in the lab or not, but the last resort for
making VLSM routes accessible to IGRP is the ip default-network command.

On the router running IGRP, what's the mask on the interface? If summarizing to
 a classful boundary doesn't work, you may want to try summarizing to the mask
on the interface of the IGRP router.
