DHCP and secondary interface

Hi Team,
I am unable to figure this out.

interface vlan 1
ip address 10.10.10.1 255.255.255.0
ip address 10.10.11.1 255.255.255.0 secondary
ip helper-address 192.168.10.1

Why are the clients not getting IP address from secondary subnet. Both subnets
are configued on DHCP server.
