queueing question

I was looking over the cciepower session and saw the QOS section where
it talked about WFQ - weighted fair queueing. The example is int s0
fair-queue 100 500 20 The text says the numbers represent discard
threshold, dynamic queues and rsvp queues. Anyone have any further
explanation on their meanings? If it was set to fair-queue 200 does
that mean every 200 packets are discarded or does it mean only if the
queue fills up to 200 then packets after that are discarded. I'd like
to setup a way to discard 1 in every 200 packets for example and seems
this may be one way to do it. Other methods?
