No, dlsw explorer-wait-time on router 3 is not necessarily needed if router
1 is being preferred.  However, the explorer-wait-time would ensure that r3
would wait for a certain amt of time before choosing one of the routers.
Without it, it is quite possible that r2 might come up first and r3 might
prefer r2 instead of r1.
