Todd,
The 'interface vlanX' will let you configure L3 info
for that VLAN. The command also adds vlan X to the
vlan database. The VLAN will not be active (be up/up)
until there are active ports / trunk using that VLAN.
You can also create Vlan X in vlan database but this
isn't usually needed unless you're not running VTP or
something in IOS isn't playing along. Let's say you
had 3 switches, A-B-C, and A and C had VLAN 22 on them
and B had VLAN 23 and 24 but not 22. Switch B still
needs to have VLAN 22 in it's VLAN database to pass
VLAN 22 across the trunks. So without VTP dynamically
taking care of this, you need to go into the VLAN
database and manually create VLAN 22. No ports need to
be in it - it just needs to be in the database.
