I haven't used a DSL modules, or an DSL modem with an Ethernet handoff to a router...but typically speaking, these interfaces do not make ideal candidates for using "backup interface" command.
It's better to let a routing protocol handle the backup when the primary interface "cannot malfunction reliably!" That is, they tend to stay up/up so the backup interface never kicks in.
