That used to be the case, but not any more. Lab qualfication exams
count as recerts as well. I think too many people whined about how
difficult the recerts were. *shrug*
The recert will count. One per two year period, taken at any point in
time within that two years.

No it doesnt count. For it to count as your re-cert, you need to pass
the lab exam portion of the CCIE security as well (or take the security
re-cert exam).
