It is my understanding that you would need 2 voip dial peers. Each with
the same destination pattern 900, and session targets pointing the
129.X.X.X addresses. Of course, you will have to have a route to those
addresses in order to complete the calls.

Thanks, but the reason I held off I creating the voip dial-peer was because
I'm being asked to create this VoIP session to an address that is not in my
routing table. Something must be wrong in the wording, or I'm simply way
off base on this.

you need a voip dial peer

example.

dial-peer voice 3 voip
destination pattern 900
session target ipv4:129.9.1.1

you need to have ip connectivity to the remote router to make and receive
calls.
