prefix-list bit match

I used this prefix-list and it allwoed one more network than I wanted.

ip prefix-list loopbacks seq 5 permit 200.2.16.0/20 ge 23 le 24

It should have only passed:

*> 200.2.16.0
*> 200.2.17.0
*> 200.2.18.0
*> 200.2.19.0

But it also pased:

*> 200.2.20.0

Why did this last network match?
