This will only remove the private as when it forwards it to the next
neighbor for ex:
net1 -R1 AS65000 -> R2 AS99 -> R3 AS1
if R2 has a statement neighbor R3 remove-private-as
The following will occur
R2 will still have AS65000 in the path for net1
R3 will only see AS99 in the path for net1
