The timers match but different network types behave differently when it
comes to DR/BDR election and this is the problem. For example if you match
timers with non-broadcast and point-to-multipoint types, NB expects the
election but PTM does not. Same thing with point-to-point and broadcast -
timers match but they don't agree on DR/BDR election.
