I'm not very good at DLSW or SNA, but here's two cents (if that).

Keep in mind that DLSW advertises what it CANNOT reach as well. I had
to advertise that I could not reach NetBIOS SAPs as part of a lab I did.
Basically like...

Dlsw icannotreach saps F0 F1

I didn't realize this and used an access-list, which didn't really meet
the requirement.. Which was that the router shouldn't receive traffic
for NetBIOS, not that it should receive it and then drop it (which is
what my solution did).

Just a thought, I'm not sure if this applies in your requirement.
