It should be:

access-list 199 deny IP 224.0.0.0 15.255.255.255 any

Since high order octet of multiclass (Class D) is 224 - 239, this gives us
the binary patterns of 1110xxxx. So that is what we have to match.

address = 11100000.00000000.00000000.00000000 = 224.0.0.0
wildcard = 00001111.11111111.11111111.11111111 = 15.255.255.255

Does that make sense?
