In a nutshell, the Pix licensing goes something like this:
Pix 5xx-UR (stands for Un-Restricted and is fully functional)
PIX 5xx-R (stands for Restricted and primarily limits # of active
interfaces and the availability of Fail-over support)
PIX 5xx-FO (stands for Fail-Over and WILL NOT function in a
standalone environment)
A FO unit can only function as a failover chassis when
properly attached to a UR licensed PIX firewall.
A PIX 515E is an enhanced version of the previously available PIX 515 (now
discontinued.) The E does not afford you any additional licensing support.
If you are ordering the PIX new from Cisco, you can typically get DES
support at no additional charge. 3DES support will cost you for an
additional license key and there may be export restrictions as well. Here
