The isis retransmit-interval is used to control how long the router should
wait before retransmitting that same LSP (in case of loss, etc). The isis
retransmit-throttle-interval is used to control the time between
retransmission of different LSP's on the same link. Let's consider a
scenario:
1. Router A transmits an LSP to router B. The isis retransmit-interval is 5
seconds (btw - this is the default). Router A does not receive a response
within 5 seconds so it will retransmit the LSP
2. Router A transmits an LSP to Router B and a different LSP to Router C.
Both do not respond with and Router A needs to send a new LSP to both (that
is, retransmit). It then needs to send two new LSP's at the same time. This
would occur by default every 33ms (as defined by the isis lsp-interval),
however to increase the time so that the LSP for Router B is sent 200ms
after Router A's, we could use this command.
In summary, the retransmit-interval is like the keepalive interval for LSP's
and the throttle is like its name implies, that is, a timer between any LSP
retransmissions. Let me know if you would like clarification.
