The 2948G-L3 feels like a router w/48 ethernet ports.
no switchport commands, no vlan interfaces/SVIs, etc.
subinterfaces for encapsulation dot1q/isl, etc.
If you want a VLAN then you put multiple ethernet
ports into same bridge-group and can configure IRB to
route between them like on a original router.
