BGP and hard set router id's--->a bug??

Back when I went to NMC-1 there was a rumor that there is a bug when using BGP
and hard set router id's. At the time no one knew any specifics on the
rumored bug.

Has anyone ran into a bug like this?

I have labbed this to a great degree and cannot verify it. I also can't find
it on the Cisco site or even on Google.com.
