Pix doesn't allow telnet through for management. Whatever input IP
you telnet in from is the interface you have to telnet to. On the outside
it will only accept Encrypted sessions. If you telnet to the Pix
then you have access.

If you mean to a telnet server inside the pix, then will work. It's
a routing issue if not working.
