IP split-horizon is enable by default, but when you change the encapsulcation from hdlc, ppp... to frame-relay, split-hoziron will be turn off in frame-relay physical interface. Always check this in your lab using "show ip int type-number" command.
 
split-horizon should be turned on to prevent loops. The only case you should turn it off is frame-relay point-to-multipoint subinterface. If you using subinterface at the hub, you should use the command "no ip split-horizon eigrp xxx" at the subinterface.
 
in your topology, if you encapsulate R3 S0 and S1 int by frame-relay and do not use subinterface, split horizon will be turned off automatically on these interfaces and you MUST manually turned it on. If you forget to do this, it can kill you in your lab.
