Be is excess burst bits in first Tc so it could only be AR-CIR for a 1s Tc.
For Tc=125ms, it would be (AR-CIR)/8

I am confused about Be also. I have found several references on the Cisco
web site which say that Be = (Port speed - CIR)*Tc. On page 66 of the
Networkers 2002 CCIE Power Session slides, they had configured Be = (Port
speed - CIR). Which one is correct? There have been several threads on this

In the above example, Be has been configured as (Port speed - CIR)*TC, that
is (192000 - 64000)*(1/8)
