Make sure you are pointing to the physical interface within the neighbor
statement. And you do need a neighbor statement if you are not setting
the ospf network type

hi,
i think if you use the "broadcast" key words in frame relay map
command,there is no need to config the neighbor .you only need to config
the ip ospf priority to control the election of the DR.(precondition is
that all router should connect the DR directly)
