There are free programs that you can load up on a PC and simulate route
flapping, try doing a Google search for PC based BGP testing platforms, I've
used some before but the name escapes me right now.

I'd imagine you could just manually add/delete the route, pull cable etc
unless you have access to something like Agilent QA Robot and you'd like to
script it ;)
