Hi,
I just purchased a used 2500 series router and ran into the same thing.
I had not seen this one before. I was trying to recover the password to
gain access. Each time I went through the process the router was
returned to it's password protected state. I managed to get the router
back. What I had to do was go through the process to access the router.
However, once I had access to the router, I did not load the
startup-config to the running-config. I did not need it. Instead I
saved the blank configuration and reset the flash bit, and rebooted the
router and the router returned to normal operation. Obviously this was
not a hardware configuration. I am not sure what software command
invoked this, but this did remove the read-only flash problem for me.

to?
When you save the running config file to startup config, you're saving
the
file to nvram which is non-volatile ram. In other words, the config file
is
not lost when the router is turned off. If the reason you want to save
the
file to flash is because you need or want to copy it to other devices,
you
can do that without the file being save to flash - just use the command,
"copy startup tftp" or "copy tftp startup". Jim
