If you will put traffic-shape adaptive 64000
You won't get more bandwidth then 64000 I've tested this issue.

In my understanding traffic-shape adaptive 64000 it's CIR
If network is congestion router will throttle back to this rate.

In this requirement you target bit rate is equal 128 Kbit.

Lower bound target bit rate 64000
FECN reflected as BECN's

Shouldn,t it be

 traffic-shape rate 128000 24000 48000 1000
 traffic-shape adaptive 64000
 traffic-shape fecn-adapt
