You can download a eval copy of vshell SSH server for windows from
Vandyke.com. You will need another ethernet interface in your PC ($15)
connected to your rack. Then just telnet hop to rack.
Goodtech also has a telnet server.

I am trying to setup my routers so I can access remotely via internet. I

a Wirespeed- Westell dsl router at home, where I have a static ip address
assigned to it. I cannot get anymore static ip addresses as I have a
residential plan from BellSouth. I am not sure how to get this working I
