Check following:
- Do "clear ip ospf process" on both routers.
- Double check subnet mask and IP.
- Make sure you can ping.
- "sh ip ospf interface" to check type of interface which should be NonBroadcast. Check hello time and other timing.
- Double check frame map ip statement. It should use broadcast.
- Remove authentication if you have it configured (from interface and also from router ospf if you have area x authenticaiton).
- Use "Debug IP ospf adj" for further troubleshooting.
